The process of GAP Analysis is a systematic or step-by-step activity that provides structure to group discussions, strategic planning and logistical preparation. An important part of knowing needs or gaps is the process of identifying partners and establishing MOU/MOA’s for new relationships and the shared services. The function of GAP Analysis will allow organizations and entities of government the opportunity to address the following important questions.

The process of engaging in the proactive and systematic examination of identified problems to develop and evaluate effective responses.
Community policing emphasizes proactive problem solving in a systematic and routine fashion. Rather than responding to crime only after it occurs, community policing encourages agencies to proactively develop solutions to the immediate underlying conditions contributing to public safety problems. Problem solving must be infused into all police operations and guide decision-making efforts. Agencies are encouraged to think innovatively about their responses and view making arrests as only one of a wide array of potential responses. A major conceptual vehicle for helping officers to think about problem solving in a structured and disciplined way is the SARA (Scanning, Analysis, Response, and Assessment) problem-solving model. A memorandum of understanding (MoU) is a document describing a bilateral or multilateral agreement between two or more parties. It expresses a convergence of will between the parties, indicating an intended common line of action. The document is usually aligned to a period of time that links the involved parties to a function that is mutually beneficial. It is generally considered a non binding document describing a mutual relationship. It is a more formal alternative to a gentlemen’s agreement.

A memorandum of agreement (MOA) is a document written between parties to cooperate on an agreed upon project or meet an agreed objective. The purpose of an MOA is to have a written understanding of the agreement between parties. An MOA is a preferred document because government entities can initiate the action without political approval.
An MOA is a good tool to use for many projects. It can be used between agencies, the public and the federal or state governments, communities, and individuals.

Good faith n. honest intent to act without taking an unfair advantage over another person or to fulfill a promise to act, even when some legal technicality is not fulfilled. The term is applied to all kinds of transactions.
The definition indicates a sincere intent to compliment the partnership and/or relationship until the defined objective is achieved. The document is used to merely outline specific tasks and obligations to be completed by each party.

The class resource section is designed to provide participants with the opportunity to review and download class material prior to actually attending the class. The power point presentation, videos and participant manuals are all available for each class title. The participant, upon registration will be directed to the website and then provided instructions on how to access this specific section of the tool box to acquire this information and enhance their class room time.
