Hamersly Library adapts to student needs, extending hours

Due to suggestions from students, Hamersly Library extends hours, ensuring students have access to facilities

Starting Sep. 27, Hamersly Library opened its doors past closing to Western students and affiliates. In addition to the 24-hour room being available, Hamersly will be open for additional evening and late night hours: Monday – Wednesday 6 p.m. – 12 a.m., Saturday 4 p.m. – 9 p.m., and Sunday 4 p.m. – 12 a.m. 

Students have already begun using these extra hours and resources, found across all three floors of the library.

Pre-nursing first-year Finn Jennings explained that the extended hours would give more access to library resources. “There are more opportunities to check out books,” Jennings said, “if you forget, you can come in late.”

Along with increased access to library resources, these hours also give students another place to go to get work done or gather safely for group work. The study rooms in the library have been reopened with mask requirements, even if students use them alone. Reservations for study rooms can be done online or by calling the library. Walk-ins are available, but they work on a first come first serve basis. 

First-year education major Alexis MenkeBowers said she will be using the extended hours a lot. 

“I only get stuff done if I’m in a third location,” MenkeBowers explained, “I’m not very good at keeping myself accountable in my room.”

Jordan Bell, first-year psychology major, agreed that the ability to study in a different location is beneficial, “especially for students who have a roommate who isn’t quiet, or who can’t work in their room.”

Run entirely by student employees, Hamersly will only be available for people affiliated with Western. Working closely with campus security, student employees ensure a Western-only library during the nighttime hours. Before entering the building, all must show their Western IDs in the lobby. If students do not have their IDs on them, they can also successfully log in to their portal on a shared laptop at the new concierge desk. 

The additional hours also created new student employment opportunities, such as the peer advocate. A peer advocate is the stand in lead of the library once all Western faculty leaves. They are the most trained person that can aid anyone coming into the library and are essential in training new student employees as well. Peer advocates perform regular walkthroughs of the entire library, establishing safeguards to check that patrons are adhering to mask mandates and the Western exclusive rules.   

Public services librarian Janeanne Rockwell-Kincanon described how, during the 2020–21 school year, multiple groups of students criticized the shortened library hours. Many students explained how they were in need of the free and public resources. The additional hours were opened because students showed an interest in late night hours. 

For instance, sophomores Lindie Larson and Kaiya Leamy, social science major and biology major respectively, explained how Western athletes benefit from these hours. 

“We’re both student athletes so we can fit (these hours) around our schedules with practices,” said Larson; “especially on the weekends,” Leamy added. 

Hamersly Library is taking steps to adapt to students’ needs with these extended hours. Not only are the resources available, but they are being managed in a safe way. As Rockwell-Kincanon described, it is “a student run library, for students.”

Fall transitions for Student Media’s 99th year

Hey, Western. Here we are again, the start of another year, this one my last. 

Going into my fourth year on “The Western Howl,” third year as Editor-in-Chief, and the 99th year since the conception of Student Media at Western, there are a lot of expectations for us at the Howl, as well as for me. 

Since it’s my senior year and I will not be able to return next year, it’s my job to find and prepare the next Editor-in-Chief for producing the centennial volume of the Howl. 

So, while I am focused on this, I might make a few errors along the way. For instance, this letter.

I’m so sorry for my letter from the Editor not making it into Volume 4, Issue 1. Unfortunately, there just wasn’t room in Issue 1 for this letter, as the issue was overwhelmed with an amazing flood of creativity and passion from the new writing staff. 

You should know the drill by now Western: new year, new staff. 

I’m so very excited to be working with all of the fresh perspectives from senior integrated English studies major Sarah Austin, junior English studies major Mikayla Coleman, and senior political science major Camille Lenning. I am especially looking forward to sophomore English studies major Mirella Barrera-Betancourt pioneering the new position of staff writer and helping to develop what this position entails.

At the same time, I am very lucky to have some key returning figures to help train and guide our staff through some major transitions. Senior interdisciplinary studies major Rylie Horrall returns as our Managing Editor and currently designs our issues in the absence of a designer. Stephanie Moschella, senior social science major, is once again our Digital Media Manager and taking over as photo editor in the absence of one. Allison Vanderzanden, senior English studies major, takes up a new role as Copy Editor this year. 

Overall, this staff looks very strong in creativity and passion, as well as skill and experience. Just looking at Issue 1, I can already tell that this is going to be a great year for the Howl to expand and build after surviving heavy budget cuts, staff reductions and product downsizes.

Speaking of expanding, let’s get back to those transitions I mentioned. 

Firstly, I am overjoyed to welcome our new adviser, William McDonald-Newman, to Student Media. Though he’s learning the ropes, he has already proven to be a big help to me and the staff. 

Secondly, reading through this issue, it is pretty noticeable that we are expanding back to a 12 page issue. However, this could fluctuate back to eight pretty regularly. 

Thirdly, flipping through this issue, it’s obvious that we are printing once again. New weekly issues will be found at newsstands and on tables around campus and Monmouth. Be on the lookout for these issues and don’t be afraid to pick one or two up; after all, they are for you, Western. Find a full list of our on and off campus distribution locations on our Instagram @thewesternhowl and website wou.edu/westernhowl.

Fourthly, we will not have a Sports section again this year, at least not a regular weekly section. Instead, the Howl will feature more special or limited sections; Issue 1 featured a Culture section, and Issue 2, a Homecoming section.

Finally, we are using new emails with our own domain, something we are very excited about. These will be the official Western Howl emails from now on. Please be patient with us while we are figuring out some technical issues with emails bouncing back.

That’s all for the changes we have made so far. If any more come up, Western, you will be the first to know. 

Big things are coming, Western, and I am so excited to share them with you.

Postponed certification of ASWOU elections officially finalized

Elections Committee delays certification after a grievance presented to the committee

After a week of candidates campaigning, the Associated Students of Western Oregon University Elections Committee has selected the candidates that will be representing Western students for the upcoming school year.

For the upcoming school year, students have elected Logan Jackson as ASWOU President, Devin Jay Thongdy as ASWOU Vice President, Elizabeth Braatz as Senate President, Hannah Young as Judicial Administrator, Maria Cuevas and Austin Olin as Justices and Caitlin Wheeler as an Incidental Fee Committee Member. 

Prior to the public certification of the election, the committee received an “outstanding grievance request” from one of the candidates, according to committee chair Houston Winslow.

“Our hearing (on April 27) was pursuant to a grievance regarding the actions of some members of the football team, coaches and players, who advocated a vote for the candidates Logan Jackson and Hannah Young,” said Winslow. “One coach sent a message to players saying: ‘VOTE! Or 1000 versa monday ;)’ which was challenged as threatening voters, a violation of our election’s bylaws.”

Ultimately, the grievance was determined by the committee to not be the result of any actions taken by Jackson and Young, and the candidate that submitted it did not file for an appeal; the committee certified the election results on April 28 at 8 a.m.

“Everything went through the proper channels and it was eventually proven that there were no signs of wrongdoing which I expected,” said junior public policy and administration major and newly elected ASWOU president Logan Jackson. “I think after witnessing such a ‘bumpy’ national election last year, it was made clear that elections may not always go as smoothly as planned.” 

Following similar trends to the national election, Jackson made history at Western for being the first female Black, Indigenous and Person of Color to be elected into the executive branch of ASWOU. 

“I think that it is a sentiment to that fact that we, as a university, are making progress because students of color are starting to want to be involved in leadership positions and decision-making processes,” said Jackson.

Looking towards the future, Jackson plans to work with all members of ASWOU as Western transitions from virtual learning back to in person and hybrid learning. She wants to ensure that students are comfortable and safe being in a lecture hall setting, and open opportunities to address and learn about the stress of members of the BIPOC community. 

Additionally, Jackson advocated for the community to remain proactive during the current health crisis.

“Now that everyone ages 16 + are eligible for the vaccine, get vaccinated!” said Jackson. “We’re at a very pivotal moment in this pandemic where we have the ability to turn things around for the better — that being said, I encourage everyone to schedule their appointments, bring their friends, and ask questions if they have any hesitancy! We’re all in this together.”

All you need to know about the latest Board of Trustees meeting

Important updates from the second to last Board of Trustees meeting of the school year

On April 21, the Board of Trustees completed their second to last meeting. In the meeting, students, staff and faculty presented to the Board on the current state of the university and the important actions that will impact students for the next school year.

Student proposal: Over the course of a few months, students have been developing a detailed proposal for the board. Makana Waikiki ⏤ the current Incidental Fee Committee chair ⏤ led the presentation on borrowed time from shared governance after an April 13 request to be included in the meeting was denied due to the agenda being full. During the presentation, Waikiki presented five main items that will have the opportunity to be discussed in a special forum prior to the Board’s final meeting in June. It should be noted that the presentation is not mentioned anywhere within the meeting docket.

  1. Allocate $1 million from the online course fee not used by the IFC towards the “Freedom Center,” IFC funded programs, replenishing the IFC reserves, additional funding for student athletes and hiring a Director of Equity and Inclusion.
  2. Comprise a committee consisting of one Black Indigenous Person of Color student recommended by ASWOU, one BIPOC student appointed by Black Student Union, one BIPOC student sent by the Multicultural Student Union, one BIPOC faculty member recommendation from the faculty union, one BIPOC staff member appointed by staff union and one administrator appointed by Western’s president.
  3. Allow 30 minutes of public comment on reopening campus for fall term.
  4. Have President Fuller come to the next board meeting with a new policy around hiring faculty and staff positions. All committees should be required to have a student, staff and faculty member that is within the BIPOC community.
  5. Hold a series of public forums in fall 2021 for students, staff and faculty to provide feedback to various organizations on campus.

IFC: Incidental fee recommendation is included in the Tuition and Fee Book and is supported by President Fuller. The Incidental Fee Steering Committee will meet during spring term to review the IFC Bylaws. IFC has voted to change the fee to $355 per term, to be charged to all students at credit one.

Article 15:  The Curriculum Committee voted to disapprove the remaining Article 15 items. Dr. Leigh Graziano, Faculty Senate President and Associate Professor of English, anticipates the remaining items to also be disapproved by the Faculty Senate on April 27.

Statement on Diversity, Equity, Inclusion and Accessibility: In collaboration with the University Diversity and Inclusion Advisory Committee and University Cultural Competency Advisory Committee, the Board’s Executive Governance and Trusteeship Committee released an official statement instead of University Policies or Procedures that communicates operational or transactional procedures. The statement is broken down into three sections: key terms and definitions, the seven priorities and expectations and accountability and steps the university will take to ensure that it is meeting the Board’s expectations.

Reopening update: Currently, a large committee meets every other week to discuss plans for reopening for fall 2021. At this time, the university anticipates holding in person classes and resuming co-curricular activities and group meetings. Western is currently reviewing a paper discussion presented by the Math and Science Faculties evaluating high-efficiency particulate air filters in classrooms. Western will be testing the filters in the coming months, assessing noise and overall effectiveness; funds for the project will come from the America Rescue Plan.

Tuition & Fee Advisory Committee: For the upcoming school year, the committee has recommended a 0% increase to the current tuition ⏤ $184 per credit ⏤ citing a concern pertaining to decreasing enrollment and 546 students who indicated $184 per credit was the maximum they were willing to pay. However, the committee did recommend a $5 increase to the Student Health and Counseling service fee from $145 to $150 a term.

Press Release: BIPOC students call on WOU Board of Trustees to meet student needs

Proposal from Black, Indigenous and Students of Color at Western Oregon University Calls on the WOU Board of Trustees and WOU Administration to Meet Student Needs

Monmouth, OR — Black, Indigenous and students of color at Western Oregon University released a comprehensive proposal to the WOU Board of Trustees which they will present at the April 21, 2021 Board Meeting, bringing attention to student needs through funding and re-evaluation of needs that WOU and it’s administration have failed to provide for students, staff, faculty and the community.

The proposal is separated into two categories of student needs at WOU; fiscal and re-evaluation. Over the past several years, students at WOU have shared their frustration due to lack of support through resources from the administration. Students of color continue to be some of the most impacted student groups on this campus and have been advocating for a center on campus that brings them together, that it is a safe space and one that promotes and celebrates the diversity and richness of their cultures. The first fiscal demand is to fund the Freedom Center, a space created by BIPOC students for BIPOC students at WOU. This space will provide study rooms, technology, and a place where students of color can go for support, resources, and most importantly a safe environment on this campus.

Our proposal also addresses the serious need for a post-secondary education at WOU that is affordable, accessible and provides students the resources they need to succeed. The Incidental Fee is an important revenue source that funds vital services, programs, resources, like the food pantry, and employment opportunities for students and staff. These services and programs need to be funded however, it is tied to enrollment and with the decrease in enrollment rates that we continue to witness it leaves areas that provide essential services and resources underfunded. We are asking the Board of Trustees to subsidize the cuts the Incidental Fee Committee (IFC) had to make this year (~$203,000) so that all IFC funded areas that benefit students will be fully funded going into the next academic year.

Through the Incidental Fee Committee’s open hearings, student athletes voiced their concerns that they are in need for new uniforms and gear. There needs to be investments to support the student athletes on our campus that help recruit new students to our campus. We are asking for $122,000 to be allocated to the Student Athletes for their uniforms and gear. This allocation would double each sports’ budget as they are severely underfunded.

This past year we have witnessed increased attacks directed towards communities of color and how this has affected the mental and physical well-being of the students of color on our campus. This university wants to pride itself in its core values of diversity and respect stating that “equity and inclusion are a fundamental basis in human diversity” and yet students of color are the ones demanding and working towards creating the Freedom Center. Students should not be the only group of people on our campus that want to create a safe and welcoming environment; this should be a mission we all strive working towards. The Board can take action to help address this issue by funding a Director of Equity and Inclusion. Funding for this position would be for 2 years and would be hired by a committee of BIPOC students, faculty and staff. This position would address instances of systemic racial and social injustice, support students, staff, and faculty of color in achieving their goals at WOU.

The Board of Trustees must also re-evaluate how faculty and staff are hired. There is a lack of BIPOC representation in the administration, faculty and staff positions. President Fuller must prepare a plan to set a new policy to hire faculty and staff positions, and a plan that includes representation from no less than one BIPOC student, no less than one BIPOC faculty member, and no less than one BIPOC staff member, by the next Board of Trustees meeting. Additionally, the Board of Trustees must reconsider our plan around campus reopening for fall term at their next Board of Trustees meeting, with a dedicated agenda item with 30 minutes of public comment on the matter. The board must also collaborate with ASWOU to hold a series of public forums next Fall 2021, in which students, faculty and staff will be able to provide feedback on the following topics: Campus Public Safety, faculty racism in the classroom, Student Health & Counseling Center, institute first year cultural competency and systematic racism class for all WOU students to take their first year, instituting cultural curriculum into all classes offered for Undergraduate and Graduate degrees in consultation with the Director of Equity and Inclusion, and COVID-19 Response.

This comprehensive proposal from BIPOC students at WOU addresses major concerns WOU students have expressed for years and we urge the Board of Trustees to take action by approving our budget asks and re-evaluation recommendations. It will take all of us — students, faculty, staff, the administration and the Board of Trustees to save our university and restore the level of trust, transparency, accountability, inclusivity and most importantly our sense of community.

2021 graduation ceremony decided

Western’s Commencement Committee finalizes graduation plans

Over Spring Break, the Western Oregon University Commencement Committee completed their discussion on how the 2021 Commencement ceremony will be hosted.

According to the email sent out to seniors on March 29, the committee has decided to hold both a virtual and an in person celebration. 

For the in person celebration, students and their families will decorate their cars and drive along a designated “celebration route.” At the end of the drive, each student will be able to walk across a graduation stage while being photographed by a professional photographer and their family, if desired. These celebrations will take place on June 12 and June 13.

For students who are living off campus due to the pandemic, the committee has decided to host a virtual Commencement ceremony where all of the graduates’ names will be read. The virtual ceremony will be available on June 11 at 6 p.m.

Students interested in participating in both events will need to RSVP by visiting wou.edu/graduation/ by May 4 in order to participate.

Campus Dining opens new cafe at Valsetz

Valsetz Dining Hall to begin serving Starbucks coffee

As of Feb. 22, Valsetz Dining Hall has officially opened their new Valsetz Café located in the backstage section of the hall. Prior to Valsetz Café, Campus Dining re-opened Caffè Allegro during fall term, but the campus coffee shop was closed due to low popularity

“When we decided to open again we thought a coffee shop would be more successful in Valsetz because it is closer to the residence halls for students and we already receive a lot of traffic due to students picking up their meals at Valsetz throughout the day,” said Campus Dining Marketing Program Assistant Tatianna Brock. “This will be a permanent installment. When we are able to open The Press and Caffè Allegro again, The Valsetz Café will turn into a late night cafe. We will still serve Starbucks beverages, but we will also open our convenient store and offer individual pizza, calzones and more.”

In preparation for the cafe opening, Valsetz has prioritized staff training.

“Some of our Valsetz staff members that will be working in the Café received barista training and our new student employees hired on also received barista training,” said Brock. “A Starbucks representative stopped by Valsetz to train our staff on preparing Starbucks coffee and gave us training materials.”

In addition to staff training, Brock also explains the cafe has been designed to ensure student and staff safety.

“We have floor stickers throughout the Café area limiting the amount of spots available for customers,” said Brock. “There are three floor stickers for the ordering line and then other customers will be directed to wait outside Valsetz for the next available floor sticker.”

At this time, the cafe has a mask mandate and has sanitizer dispensers available for customers to use. Additionally, Valsetz has four floor stickers placed in the pickup line to help customers stay six feet apart when waiting in line.

According to Brock, the cafe will function similarly to The Press — a coffee shop found in Hamersly Library. On the ordering menu, students can choose from espresso drinks ⏤ including lattes and mochas ⏤ chai tea, refreshers, shaken iced tea, lemonade and other items. The full menu is accessible to students on the Campus Dining website on the “Menus” tab or “Campus Coffee” page.
