The Klamath River runs through the coastal states of California and Oregon — home to four large dams including JC Boyle, Copco No. 1, Copco No. 2 and the Iron Gate. These dams have damaging effects on water quality and have depleted salmon populations, which many local tribes heavily rely on. 

Protests from local tribes and efforts from residents of Oregon and California have finally been recognized, and on Nov. 17, 2022, the Federal Energy Regulatory Commission (FERC) approved the surrender of their hydropower license in order to remove the four dams from Klamath River.  The Biden administration, leaders of the four Columbia River Basin Tribes and the Governors of California and Oregon signed papers formally launching a $1 billion plan to restore salmon populations. This decision will allow for the largest dam removal project in United States history and ultimately has become a historical moment for the Pacific Northwest. 

The project is already in motion as Copco No. 2, the smallest of the four dams, was the first to be removed this fall due to its size, location and lack of reservoir. The removal of Copco No. 2 has allowed for water to flow freely down the canyon which has not been touched by water since the dam’s construction in 1925. This was an extremely significant first step in the removal process and gives a promising glimpse at what’s to come. 

Since the construction of these dams, many have felt they’ve done more harm than good. After more than 100 years, the dams along the Klamath have degraded water quality to dangerous levels for salmon and led to excessive growth of toxic cyanobacteria, commonly known as blue-green algae. 

The removal of these dams will drastically improve the water quality, allowing Chinook salmon populations to increase up to 80% of what they were before the dam. Salmon is extremely important to many native tribes including the Yurok, Karuk, Shasta, Klamath and Hoopa Valley, who even refer to themselves as the “salmon people.” These tribes rely on salmon for food in addition to rituals and communal culture. For many tribes, salmon represents prosperity, fertility and abundance. The removal of these dams has opened the door for tremendous change and hope within these communities. 

Klamath Justice Coalition Yurok tribe member, Annelia Hillman, says she “imagines a world where we live in harmony with the river,” and the removal of these dams encourages her to believe that this will once again be true. The Klamath Dam Removal Agreement is a long-awaited and well-deserved win for the tribes of the Pacific Northwest.

Look at the ground beneath your feet. Who’s walked here? Who lived on the land long before you came into existence?

The Cow Creek Band of Umpqua Tribe of Indians is one of nine federally recognized Indian Tribal Governments in Oregon. It has its own Tribal Board of Directors and its own set of laws pertaining to and governing tribal members. Located in Southwest Oregon, the Cow Creek Band of Umpqua Tribe of Indians has over 1,800 members spread from Canyonville, Roseburg and Myrtle Creek. I am a recognized member of this tribe.

Ancestral tribal grounds were primarily located along the South Umpqua river and the surrounding watershed but also stretched to parts of the Willamette Valley, Crater Lake, the Klamath Marshes and the Rogue Valley watershed. 

On April 12, 1854, a treaty was signed between the natives and the United States government — ceding more than 800 square miles of land. The tribe was paid 2.3 cents an acre and these were then resold to pioneer settlers for $1.25 an acre.

There were, however, issues with this treaty. The natives had no concept of land ownership or land boundaries — hunting, fishing and gathering sites were all well established. The treaty also promised healthcare, housing and education to the Cow Creek Tribe, but this was ignored until 1954 with the passing of the Western Oregon Indian Termination Act, legislation to “set the Indians free.”

When settlers arrived and began to live on the ceded land, tensions began to rise. Disease swept through the tribe killing many members, including Chief Miwaleta, who now has a campground named after him in Azalea, Oregon. 

Efforts began to remove the Cow Creek to reservations in Northern and Eastern Oregon, with promises of wonderful lives on the reservation. Scouts were sent to these locations, and their first sight was that of an infant suckling on its dead mother. This is still shared among the tribe and told to people who ask why we do not have a reservation. I remember I was 10 when my mom first told me this story. 

Due to this, the tribe resisted relocation, and the Bureau of Indian Affairs sent exterminators to Oregon for the main purpose of killing the Cow Creek people. Many had already died in the Rogue Indian Wars, an armed conflict occurring in 1855 and 1856, which fueled settler-native rivalry. Many who survived this were chased to Table Rock in Medford, Oregon by the calvary and forced off the side of the plateau to their deaths.

The surviving members lived in seclusion and eventually married pioneers, miners and fur traders in the area. Seven families survived, taking or keeping the names Dumont, LaChance, Rainville, Pairseau, Rondeau and Thomason — Rainville and Rondeau are still the most prominent modern names and figureheads within the tribe. 

Though not Federally recognized, the tribe still held their councils and their way of life, ensuring to document these meetings. When the tribe pursued an aggressive approach towards restoration and recognition in the 1970s — an effort my great-grandmother and two times great aunt and uncle all played a part in — they began the process for legal validation of the tribe’s existence. 

Today, the tribe is buying our ancestral land back, owning acreage in Canyonville, Myrtle Creek, Roseburg and the surrounding areas. Seven Feathers Casino and Resort, which started out as a bingo hall in the 90s, now boasts six restaurants, a spa, an RV park and countless events within the various lounges and event centers. 

I grew up intertwined in my tribe’s culture. Until my middle school years, I spent summers at culture camps and Pow Wows, crafting and dancing in ways to honor the ancestors. There are still skills I learned at these that I remember today, my favorite being flint knapping — the art of taking obsidian and sculpting it into arrow and spearheads — and beading. 

The tribe knows the effects of intergenerational trauma and issues; my grandmother and great aunt both passed due to their drug use — both starting in their early teens.

Into my adult years, I have become distant from the culture I grew up in. I distanced myself from toxic people within my family and have not spoken to them in years. I still make my attempts to have connections; reading literature by native authors, using a sage wax melt when I want to cleanse my space, wearing my beaded earrings and keeping my hair long when so many in the past couldn’t.

I still have connections with my tribe, they help pay for my college and they are blood, after all, but part of me likes to think they can’t catch me. I am proud of my culture and the survival of my ancestors, but I choose to uphold my own traditions and my own way of life, far from them and the lifestyles many have chosen for themselves. I am not running from the culture I grew up in. I carry it and the blood of my ancestors with pride and honor. But I am far from those who wish me ill.

This Thanksgiving, think of the people who lived on the land long before the settlers arrived from the New World those years ago, the Murdered and Missing Indigenous Women and Children, the thousands found buried under residential schools. Especially think of those who are in the cycle that was created for them, hundreds of years before they were born. Not everyone is as lucky to break the cycle like I am.

Learn about Western National Student Exchange Program

In high school, some of us stressed to get straight A’s, some stressed to live their most active social lives and some just attempted to get by each day. Regardless of how we lived our high school careers, all of us had to reach the difficult decision regarding what we wanted to do after we walked across that stage. 

For those of us that choose to go to college, there comes the second decision of choosing which college to attend. Thankfully, students here at Western have the chance to take advantage of the National Exchange Program (NSE) with universities from 50 states, Canada, Guam, The US Virgin Islands and Puerto Rico. 

What are the requirements? Full time enrollment at Western, at least one completed academic term and at least 45 completed credits by the time of the exchange — freshmen, don’t worry, that just means there is plenty of time to plan where you want to go. When it comes to grades, you must have at least a 2.5 GPA, including at the time of exchange, and no incomplete grades from previous terms. Lastly, students must also be in good academic standing and must not be on any probationary status or any pending legal judgments — on or off campus. 

The first step of the application process is to visit the NSE website, to gather more information about the program and make an appointment with the NSE Coordinator, Cameron Mortensen, to discuss what options are best for you. Next, make sure you’ve applied for FAFSA for the next academic year and take a look at your financial resources; the NSE budget worksheet form can help with planning a budget. Finally, fill out and turn in the completed application, form and essay by mid February. Be aware, there is a $200 fee for application submission that is non-refundable. 

What does the cost look like? Generally, you can choose to pay the host payment or the home payment. The host payment includes paying all resident tuition fees for the campus you will exchange to; some host schools can also provide a tuition plan. The second option is to pay Western Oregon University’s tuition and fees at their current rate — other fees may be added so check out the website for specific payment plan offers for each university. 

Edith Santoyo, a sophomore at Western, shares her NSE story and favorite experiences in San Juan at the Universidad de Puerto Rico. 

Santoyo let the Howl in on her amazing experience with extremely fun locals, beautiful sand beaches, new friends and a culture in San Juan that has been nothing but welcoming and kind. Some of these new experiences include getting used to a whole new university environment. Since attending Universidad de Puerto Rico, she has learned about these different school cultures and said it has amazing benefits. Edith said, “Unlike at Western, I have three advisors” and she also said the campus is so large “…there are 9 libraries.” For all the cat lovers out there, Edith said her favorite part of Puerto Rico is that there are cats roaming all around, “This is quite literally cat island,” Edith said. Her favorite experience was when her mentor gave them salsa lessons and then took them to a local restaurant to show off their new moves. When asked if she would recommend the NSE program to other students she said absolutely; “It gives them an opportunity to be in a completely new environment that helps you grow as an individual, discover new things about yourself, become more independent while also helping you appreciate what you have back home.”

Hispanic Heritage Month: Three must-try dishes to celebrate

Kicking off this year’s National Hispanic Heritage Month the right way

National Hispanic Heritage Month in the United States runs from Sep. 15 to Oct. 15, a time that honors the history, cultures and traditions of Hispanic Americans. With their food being one of the many contributions to this nation, it’s no surprise that Hispanic food has become integrated into the American lifestyle and cuisine. What better way to celebrate this year’s Hispanic Heritage Month than with some of these tasty Latin American dishes.

RED PORK POZOLE

Start to finish: 5 hours and 20 minutes

Yields: 6 to 8 servings 

¾ cup of dried chiles de árbol

4 or 5 dried ancho chiles

6 cloves garlic, 2 smashed, 4 finely chopped

Kosher salt

2 pounds boneless pork shoulder, trimmed and cut in half

2 teaspoons ground cumin

2 tablespoons vegetable oil

1 large white onion, chopped

8 cups low sodium chicken broth

1 tablespoon dried oregano, preferably Mexican

1 bay leaf

Three 15-ounce cans white hominy, drained and rinsed

Break the stems off all the chiles and shake out as many seeds as possible. Put the chiles in a bowl and cover with boiling water. Use a plate to keep the chiles submerged and soak until soft, about 30 minutes. Add the chiles, 1 ½ cups of the soaking liquid, smashed garlic and ½ teaspoon of salt to a blender. Blend until smooth. Strain through a fine mesh sieve into a bowl, pushing the sauce through with a rubber spatula; discard the solids.

Rub the pork all over with the cumin and ½ teaspoon of salt; set aside. Heat the vegetable oil in a dutch oven or pot over medium heat. Add the onion and cook, stirring occasionally, until soft, about 5 minutes. Add the chopped garlic and cook for 2 minutes. Increase the heat to medium high. Push the onion and garlic to one side of the pot; add the pork to the other side and sear, turning, until lightly browned on all sides, about 5 minutes.

Stir in 2 cups of water, chicken broth, oregano, bay leaf, ½ teaspoon of salt and ½ cup to ¾ cup of the chile sauce depending on personal taste. Bring to a low boil, then reduce the heat to a simmer. Partially cover and cook, turning the pork a few times until tender, about 3 hours.

Stir in the hominy and continue to simmer, uncovered, until the pork starts falling apart, about 1 more hour. Remove the bay leaf. Transfer the pork to a cutting board; roughly chop and return to the pot. Add some water or broth if the pozole is too thick. Season with salt. Serve with assorted toppings and the remaining chile sauce.

Gorditas are a staple in every Mexican dinner table.

GORDITAS

Start to finish: 30 minutes

Yields: 4 gorditas

2 cups Maseca corn flour

½ tablespoon salt

2 cups water

10 ½ ounces ground pork rinds 

Mix the Maseca with the salt and water until it makes a soft uniform dough. Make small balls and flatten them slightly. Put the pork rinds in the middle and form the gordita.

Heat some oil in a pan and fry the gorditas until they are golden brown. Put them on a paper towel to absorb the excess oil.

To serve, open the gorditas in the middle and accompany them with onion, lettuce, cilantro and sauce as desired.

Take a break from classes and whip up some dobladas.

DOBLADAS

Start to finish: 30 minutes

Yields: 10 servings

1 cup farmer cheese, queso fresco or queso de capas

1 small red bell pepper, finely chopped

1 small onion, finely chopped

½ teaspoon pepper

½ teaspoon salt

¼ cup olive oil

¼ teaspoon garlic powder (optional)

10 flour tortillas

Mix cheese, pepper, onion, black pepper, salt and garlic powder together.

Put 1 heaping tablespoon of the cheese mixture on the lower half of a tortilla and fold over to make a half-moon shape. Press lightly.

Heat oil in a skillet on medium high heat and fry until crisp and golden on both sides.

Drain on paper towels and serve warm. Serve with salsa if desired.
