Financial Supports

Through the Financial Supports Program, we offer reimbursements and stipends for both licensed and license-exempt providers. These funds are designed to ease some of the financial challenges and continue your professional development. Our goal is to make it easier for you to focus on what matters most – providing quality care for children and families.

License Exempt Programs

If you have taken training required for ERDC participation or professional development, completed Lead Testing, or purchased equipment to comply with DELC health and safety requirements you may qualify to be reimbursed or received a stipend for the cost. ERDC Provider Training

You can receive a stipend for attending ERDC Provider Orientation or other training required for ERDC participation.

  • Fill out the LE-10-ERDC-Provider-Training-Stipend-Form.
  • Have attended ERDC Child Care Provider Orientation or other training(s) required for ERDC participation. Stipends will be paid for Orientation training, Enhanced Rate training, and up to 12 hours of additional training every 2 years according to the table below. “Additional training” does not include Introduction to Registered Family Child Care.

  • Travel stipend is available to providers traveling >52 miles round trip for in-person Orientation.
  • Reimbursement request must be submitted within 3 months of training date.

Other Training and Education

You can be reimbursed up to $300 per request for the cost of community training, workshops, seminars, conferences, and college classes.

  • Fill out the LE-13-Training-Reimbursement-Form-for-License-Exempt-Providers.
  • For Community Training, Workshop, Seminar, or Conference:
    • Submit: Receipt showing payment, Copy of certificate or proof of attendance
  • For College Credit Classes:
    • Submit: Receipt showing tuition payment, copy of unofficial college transcript showing course completion with a grade of C or better, proof of transcript submitted to ORO or the instructor’s signature on the request form.

Lead Testing & Mitigation

You can be reimbursed for the cost of testing and mitigation.

  • Fill out the LE-20-Lead-Testing-Reimbursement-Form.
  • Completed lead testing from an ORELAP approved lab and submitted results to Child Care Licensing Division (CCLD).
  • Receipts are required for any corrective/mitigation costs.
  • Note: Rush processing fees are not reimbursable, shipping fees are reimbursable if included on the lab receipt.

Safety and Quality Enhancement

You can be reimbursed for the cost of equipment or facility repairs to help comply with DELC health and safety requirements.

  • Fill out LE-21 Safety & Quality Enhancement Reimbursement for License Exempt Providers.
  • Up to $250 per calendar year.
  • Cost must be paid directly by the program/provider and not a third party.

Licensed Programs

First Aid/CPR Class

You can be reimbursed for the cost of your class if you are an Aide 1, Assistant I, or Licensed Family Child Care Provider (RF/CF).

Aide 1, Assistant 1, Assistant Program Leaders

  • Fill out the L-11 First Aid Reimbursement Form for Aide 1, Assistant Program Leaders, Assistant 1.
  • Training must be uploaded to the Oregon Registry Online (ORO)
  • Employee must have “Aide 1,” “Assistant 1,” or “Assistant Program Leader” title and be linked to facility in ORO.
  • Submit original receipt.
  • Reimbursement request must be submitted within 3 months of training date.

      RF/CF Providers

      • Fill out the L-12 First Aide Reimbursement Form for Licensed Family Child Care Providers. 
      • The individual requesting reimbursement must hold the title of “Provider” in a Registered Family or Certified Family Child Care setting.
      • Training must be uploaded to the Oregon Registry Online (ORO).
      • Employee must have “Provider” title and be linked to facility in ORO.
      • Reimbursement will be up to what the local Child Care Resource and Referral agency charges.

      Lead Testing

      You can be reimbursed for the cost of lead testing.

      • Fill out the L-13 Lead Testing Reimbursement Form.
      • Complete lead testing from an ORELAP approved lab and submit results to Child Care Licensing Division (CCLD).

      WIIN Lead Remediation Grant

      This grant is designed to reduce lead in drinking water by supporting projects that address the underlying causes of elevated lead levels in child care and educational facilities. It provides essential funding to help facilities ensure that children have access to safe drinking water.

      Eligible activities include remediation to decrease lead hazards and the replacement of water pipes and fixtures within facilities. Reimbursable expenses may cover the removal and replacement of internal plumbing, faucets, drinking fountains, water filling stations, lead service lines, lead connectors, and other lead-free devices used for drinking, cooking, or preparing infant formula and food.

      All remediation work must be performed by a licensed plumber, except for filter installations, which do not require a licensed plumber.

      Eligibility Requirements

      To qualify, applicants must meet the following eligibility criteria.

      • Operating and has an active child care license at the time of the request. 
      • Have failed their most recent lead test (lead levels of 15 parts per billion (ppb) or more).

        Payment & Reimbursement

        Upon project completion, submit the Payment Request Form and copies of all original receipts to The Research Institute (TRI). Payment could take up to 30 days after receiving the completed payment request form. TRI will award payment for approved expenses up to the maximum allowed amount.
