Hazardous Chemical Cleanup<\/span><\/p>\n<p><span style=\"color: #000000\">This hazardous materials procedures manual is intended for use by faculty, staff and supervisors and designed to identify, educate and proceduralize chemical hazards you face in the work place.\u00a0 It is essential that you familiarize yourself with the manual&#8217;s content and be prepared to act calmly and with confidence in the event of a hazardous chemical exposure.<\/span><\/p>\n<p><span style=\"color: #000000\">This manual may serve as a training and emergency reference.\u00a0 It is to be available for easy access to all employees who should be familiar with its content.\u00a0 New employees are to be familiar with this as part of their orientation program.<\/span><\/p>\n<p><span style=\"color: #000000\">This manual meets the scope and application of OAR 437 Division 155 and Resource Conservation and Recovery Act (RCRA).\u00a0 If there are further questions or comments please contact the Occupational\/Environmental Safety Office at 8-8156 (V\/TDD 838-8481).<\/span><\/p>\n<p><span style=\"color: #000000\"><b><span style=\"font-size: xx-small\">INTRODUCTION<\/span><\/b><\/span><\/p>\n<h3><span style=\"color: #000000\"><strong>Hazard Communication<\/strong><\/span><\/h3>\n<p><span style=\"color: #000000\"><span style=\"font-size: xx-small\"><\/span>Western uses hundreds of hazardous chemicals daily, from solvents and glues to paint cleaners, acids, etc.\u00a0 For Western to be in compliance with Oregon Occupational Health and Safety Administration (OR-OSHA), you have the right to know about the chemicals in your work site, including their location, health hazards and safe handling precautions.<\/span><\/p>\n<p><span style=\"color: #000000\">1. What is a hazardous chemical?\u00a0 A hazardous chemical may be one or a combination of the following that may be a physical or health hazard:<\/span><\/p>\n<p><span style=\"color: #000000\">* combustible * unstable\u00a0 * irritant\u00a0 * explosive\u00a0 * water reactive * corrosive<\/span><br \/>\n<span style=\"color: #000000\"> * flammable\u00a0 * toxic\u00a0\u00a0 * sensitizer<\/span><\/p>\n<p><span style=\"color: #000000\">2. Accountability &#8211; Supervisor.\u00a0 Faculty and management staff with supervision oversight are required to ensure all hazardous chemicals in their departments contain proper labeling,\u00a0 have Safety Data Sheets (SDS) available and ensure employees, students and others who come in contact or potential contact with hazardous materials are trained in accordance with OR-OSHA regulations and the Federal &#8220;Right to Know&#8221; law.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Accountability &#8211; Employee.\u00a0 Faculty, staff and students who may come in contact with hazardous chemicals are required to know how the type of chemical is to be used, the hazards, location of the SDS and what procedures are required in the event of a chemical spill or exposure.<\/span><\/p>\n<p><span style=\"color: #000000\">Chemicals are to remain in their original container unless immediately used by the person who transferred the chemical to a secondary container.\u00a0 At no time is anyone to use a chemical if it meets one or more of the following criteria:<\/span><\/p>\n<p><span style=\"color: #000000\">i. The chemical is in a secondary container that does not have the correct labeling and associated hazards.<\/span><\/p>\n<p><span style=\"color: #000000\">ii. The container is damaged or leaking.<\/span><\/p>\n<p><span style=\"color: #000000\">iii. The person who is using the chemical has not\u00a0been trained in the application or associated\u00a0hazards of the chemical.<\/span><\/p>\n<p><span style=\"color: #000000\">iv. The person using the chemical is not wearing\u00a0the personal protective equipment recommended\u00a0by the manufacturer.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000\"><strong><span style=\"font-size: xx-small\">HAZARD COMMUNICATION<\/span><\/strong><\/span><br \/>\n<span style=\"color: #000000\"> A. Container Labeling provides employees with an immediate warning about the hazards of a specific material and direct the chemical user to appropriate SDS.<\/span><\/p>\n<p><span style=\"color: #000000\">1. Containers may be any of the following:<\/span><br \/>\n<span style=\"color: #000000\"> &#8211; bag &#8211; bottle &#8211; can\u00a0 &#8211; drum\u00a0 &#8211; storage tank<\/span><br \/>\n<span style=\"color: #000000\"> &#8211; barrel &#8211; box\u00a0 &#8211; cylinder &#8211; reaction vessel &#8211; etc.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Labeling must include:<\/span><br \/>\n<span style=\"color: #000000\"> * Clear listing of the contents;<\/span><br \/>\n<span style=\"color: #000000\"> * Any and all appropriate hazard warnings;<\/span><br \/>\n<span style=\"color: #000000\"> * Manufacturer&#8217;s name and address<\/span><\/p>\n<p><span style=\"color: #000000\">3. Hazard warnings include<\/span><br \/>\n<span style=\"color: #000000\"> <a name=\"B. What is a Material Safety Data Sheet\" style=\"color: #000000\"><\/a>B. What is a Safety Data Sheet (SDS)?\u00a0 This is an information sheet from a manufacturer on the chemical, describing the physical and chemical characteristics; hazards; exposure limits and control measures; First Aid procedures; precautions for use; and personal protective equipment.<\/span><\/p>\n<p><span style=\"color: #000000\">Who is responsible for the SDS?\u00a0 Faculty and management staff with employees who may use chemicals are required to have SDS present in the work place.\u00a0 If a hazardous chemical does not have a SDS available, the supervisor is required to request one through the supplier or vendor prior to its use at the work site.<\/span><\/p>\n<p><span style=\"color: #000000\">SDS Content: 16 sections<\/span><\/p>\n<p><span style=\"color: #000000\"><strong>Section 1, Identification<\/strong> includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 2, Hazard(s) identification<\/strong> includes all hazards regarding the chemical; required label elements.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 3, Composition\/information on ingredients<\/strong> includes information on chemical ingredients; trade secret claims.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 4, First-aid measures<\/strong> includes important symptoms\/ effects, acute, delayed; required treatment.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 5, Fire-fighting measures<\/strong> lists suitable extinguishing techniques, equipment; chemical hazards from fire.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 6, Accidental release measures<\/strong> lists emergency procedures; protective equipment; proper methods of containment and cleanup.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 7, Handling and storage<\/strong> lists precautions for safe handling and storage, including incompatibilities.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 8, Exposure controls\/personal protection<\/strong> lists OSHA&#8217;s Permissible Exposure Limits (PELs); Threshold Limit Values (TLVs); appropriate engineering controls; personal protective equipment (PPE).<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 9, Physical and chemical properties<\/strong> lists the chemical&#8217;s characteristics.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 10, Stability and reactivity<\/strong> lists chemical stability and possibility of hazardous reactions.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 11, Toxicological information<\/strong> includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity.<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\">Section 12, Ecological information*<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\">Section 13, Disposal considerations*<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\">Section 14, Transport information*<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\">Section 15, Regulatory information*<\/span><\/p>\n<p class=\"style1\"><span style=\"color: #000000\"><strong>Section 16, Other information,<\/strong> includes the date of preparation or last revision.<\/span><\/p>\n<p><span style=\"color: #000000\">C. Training &#8211; Use and Locations of Chemicals and SDS.\u00a0 Who is required to be trained on chemicals?\u00a0 Employees, students, contractors and\/or persons who may come in contact with hazardous chemicals while performing duties at the University.<\/span><\/p>\n<p><span style=\"color: #000000\">Training Includes:<\/span><\/p>\n<p><span style=\"color: #000000\">* Type of and how the hazard communication\u00a0labeling system works;<\/span><\/p>\n<p><span style=\"color: #000000\">* How to obtain, read and use SDS\u00a0and appropriate hazard information;<\/span><\/p>\n<p><span style=\"color: #000000\">* Physical and health effects of the\u00a0hazardous chemicals in their work area;<\/span><\/p>\n<p><span style=\"color: #000000\">* Methods used to determine the presence\u00a0or release of hazardous chemicals in the\u00a0work place.\u00a0 (Many chemicals do not have\u00a0an odor or visible vapor or gas.);<\/span><\/p>\n<p><span style=\"color: #000000\">* How to reduce or prevent exposure to\u00a0hazardous chemicals through procedures\u00a0and personal protective equipment;<\/span><\/p>\n<p><span style=\"color: #000000\">* Emergency procedures to follow if exposed to a hazardous chemical;<\/span><\/p>\n<p><span style=\"color: #000000\">* Location and use of hazardous chemicals;<\/span><\/p>\n<p><span style=\"color: #000000\">* List and location of SDS.<\/span><\/p>\n<p><span style=\"color: #000000\">Hazardous Chemical Use Expectations:<\/span><\/p>\n<p><span style=\"color: #000000\">* Each employee is responsible to use hazardous chemicals in a safe manner that is consistent with the chemical labeling and SDS.<\/span><\/p>\n<p><span style=\"color: #000000\">* Employees are NOT to use a chemical in an unmarked container or a new chemical introduced into the\u00a0work area until they are\u00a0properly labeled and SDS\u00a0are available.<\/span><\/p>\n<p><span style=\"color: #000000\">* Each employee is to use\u00a0appropriate personal\u00a0protective equipment\u00a0recommended by the\u00a0chemical manufacturer\u00a0and SDS.<\/span><\/p>\n<p><span style=\"color: #000000\">Hazardous Chemical Locations<\/span><\/p>\n<p><span style=\"color: #000000\">* Each employee is to know the location of all hazardous chemicals and the related dangers in their work area.<\/span><\/p>\n<p><span style=\"color: #000000\">SDS Locations:<\/span><\/p>\n<p><span style=\"color: #000000\">* Each employee is to know the location and access of SDS for chemicals used in their area.<\/span><\/p>\n<p><span style=\"color: #000000\">* Each employee is to report to their supervisor any SDS missing in their work area.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><span style=\"color: #000000\"><a name=\"HAZARDOUS WASTE\" style=\"color: #000000\"><\/a><b>HAZARDOUS WASTE MANAGEMENT<\/b><\/span><\/h3>\n<p><span style=\"color: #000000\">Western will always remain liable for all hazardous waste generated on campus even if shipped to an approved recycling, treatment or disposal facility.<\/span><\/p>\n<p><span style=\"color: #000000\">Western is a conditionally exempt small quantity generator by generating less than 220 pounds of hazardous waste a month.\u00a0 This exemption status allows Western to:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Pay no fees;<\/span><br \/>\n<span style=\"color: #000000\"> 2. Have limited reporting to the Department of Environmental Quality (DEQ).<\/span><\/p>\n<p><span style=\"color: #000000\">For Western to maintain exempt status, we must have:<\/span><\/p>\n<p><span style=\"color: #000000\">* Inventory Management<\/span><br \/>\n<span style=\"color: #000000\"> * Process Modification<\/span><br \/>\n<span style=\"color: #000000\"> * Volume Reduction<\/span><br \/>\n<span style=\"color: #000000\"> * Recovery and Recycling<\/span><br \/>\n<span style=\"color: #000000\"> * Alternative Chemicals<\/span><br \/>\n<span style=\"color: #000000\"> * Hazardous Waste Generation Process<\/span><br \/>\n<span style=\"color: #000000\"> * Disposal Cost Reduction<\/span><br \/>\n<span style=\"color: #000000\"> * Storage<\/span><br \/>\n<span style=\"color: #000000\"> * Hazardous Waste Pickup and Disposal<\/span><br \/>\n<span style=\"color: #000000\"> * Accountability<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000\"><b>HAZARDOUS WASTE MANAGEMENT<\/b><\/span><\/p>\n<p><span style=\"color: #000000\"><a name=\"A. Purchasing and Inventory Control of Hazardous\" style=\"color: #000000\"><\/a>A. Purchasing and Inventory Control of Hazardous Chemicals.\u00a0 The purchasing and campus departments are responsible for:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Receiving toxic use and waste reduction advantages when obtaining new or replacement chemicals or equipment;<\/span><\/p>\n<p><span style=\"color: #000000\">2. Hazardous chemical inventory list of their\u00a0chemicals (OAR 437.155);<\/span><\/p>\n<p><span style=\"color: #000000\">3. SDS for each hazardous chemical\u00a0inventoried;<\/span><\/p>\n<p><span style=\"color: #000000\">4. Avoidance of over purchasing hazardous\u00a0chemicals;<\/span><\/p>\n<p><span style=\"color: #000000\">5. Having a responsible person in charge of\u00a0use, storage and disposal of hazardous\u00a0chemicals;<\/span><\/p>\n<p><span style=\"color: #000000\">6. Dates of purchase, receipt and disposal\u00a0of all hazardous chemicals.<\/span><\/p>\n<p><span style=\"color: #000000\">B. Reduction and Alternative Chemicals.\u00a0 Departments are responsible for reducing hazardous chemicals and waste by:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Process Modification &#8211; being able to change a procedure to reduce amount of chemical used and waste.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Volume Reduction &#8211; Reducing hazardous chemicals.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Recovery and Recycling\u00a0 &#8211; recycling hazardous chemicals such as solvents, oil, batteries, etc.<\/span><\/p>\n<p><span style=\"color: #000000\">4. Alternative Chemicals &#8211; replacing hazardous chemicals with non-hazardous or less hazardous chemicals.<\/span><\/p>\n<p><span style=\"color: #000000\">Examples include micro biology\/chemistry, using latex paints vs. oil base, thinner and solvent recycling, etc.<\/span><\/p>\n<p><span style=\"color: #000000\"><a name=\"C. Waste Storage and Disposal\" style=\"color: #000000\"><\/a>C. Waste Storage and Disposal Costs.\u00a0 Departments\u00a0 generating hazardous waste are responsible for the\u00a0 following:<\/span><br \/>\n<span style=\"color: #000000\"> 1. Hazardous waste should be stored in\u00a0original containers or in a secondary\u00a0impermeable container that is labeled\u00a0with the type of chemical and as\u00a0hazardous waste.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Hazardous waste will be picked up and disposed of by Campus Public Safety.\u00a0 Departments are not to maintain full hazardous waste containers for more than 30 days.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Chemicals that are no longer usable as a result of expired shelf life are considered hazardous waste.<\/span><\/p>\n<p><span style=\"color: #000000\">4 Hazardous waste disposal is expensive. Campus Public Safety will attempt to find the most cost effective means for disposal.\u00a0 Departments will be billed for their waste disposal.<\/span><\/p>\n<p><span style=\"color: #000000\">5. Western contracts hazardous\u00a0waste disposal with a\u00a0hazardous waste vendor.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><strong><span style=\"color: #000000\">HAZARDOUS CHEMICAL SPILL\/EXPOSURE<\/span><\/strong><\/h3>\n<p><span style=\"color: #000000\">Hazardous chemical spills can be deadly with little or no warning.\u00a0 In the event of a chemical spill you need to know:<\/span><\/p>\n<p><span style=\"color: #000000\">* What a chemical spill consists of;<\/span><br \/>\n<span style=\"color: #000000\"> * Who to report a chemical spill to;<\/span><br \/>\n<span style=\"color: #000000\"> * When should evacuation take place;<\/span><br \/>\n<span style=\"color: #000000\"> * Where should people be evacuated to.<\/span><\/p>\n<p><span style=\"color: #000000\">Emergency Response, Evacuation and First Aid.\u00a0 In the event of a hazardous chemical spill, the following is to occur:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Leave the area immediately.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Sound the alarm to alert others.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Notify Campus Public Safety at 8-9000.<\/span><\/p>\n<p><span style=\"color: #000000\">4. Do not return to the area of exposure.<\/span><\/p>\n<p><span style=\"color: #000000\">Hazardous chemical exposures may consist of:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Chemical release into the environment above the manufacturer&#8217;s suggested level of safety.\u00a0\u00a0 An example might be spilling ammonia on the floor in a small room.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Unconsciousness of a person in or around chemicals.\u00a0 This area should not be entered into.\u00a0 Emergency personnel with personal protective equipment are to respond.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Fume exposure may occur and cause a sense of burning or irritation to the mouth, nose, throat, chest or eyes.\u00a0 Symptoms might include dizziness or nausea and a strong odor may exist.<\/span><\/p>\n<p><span style=\"color: #000000\">4. Skin\/eye contact with a hazardous chemical is to be treated as described on the First Aid section of SDS for the chemical.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000\"><b>HAZARDOUS CHEMICAL SPILL\/EXPOSURE<\/b><\/span><\/p>\n<p><span style=\"color: #000000\"><a name=\"A. Emergency\" style=\"color: #000000\"><\/a>A.\u00a0 Emergency Response\/Evacuation &#8211; 8-9000.\u00a0 In the event of a chemical exposure or spill, Campus Public Safety is to be notified and the following information provided:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Location of building or room,\u00a0or provide a landmark;<\/span><\/p>\n<p><span style=\"color: #000000\">2. Description of chemical;<\/span><\/p>\n<p><span style=\"color: #000000\">3. Number of persons who may be\u00a0exposed to a hazardous chemical;<\/span><\/p>\n<p><span style=\"color: #000000\">4. Your name and phone number for call back.<\/span><\/p>\n<p><span style=\"color: #000000\">Campus Public Safety will:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Respond and analyze the chemical\u00a0exposure as first responders and\u00a0evacuate exposed persons to a safe\u00a0distance.<\/span><\/p>\n<p><span style=\"color: #000000\">2. Determine resources required for\u00a0First Aid, evacuation and chemical\u00a0spill cleanup.<\/span><\/p>\n<p><span style=\"color: #000000\">3. Block off the chemical exposed area\u00a0until a certified hazardous waste Site\u00a0Operations Coordinator has determined the area is declared safe.<\/span><\/p>\n<p><span style=\"color: #000000\">4. Provide First Aid and\/or request additional emergency medical personnel.<\/span><\/p>\n<p><span style=\"color: #000000\">A. Emergency Response, Evacuation, First Aid<\/span><\/p>\n<p><span style=\"color: #000000\">B. Hazardous Chemical Cleanup<\/span><\/p>\n<p><span style=\"color: #000000\">A certified hazardous waste site operations coordinator will perform the following in the event of a hazardous chemical spill:<\/span><\/p>\n<p><span style=\"color: #000000\">1. Site Evaluation to include monitoring, identifying and controlling hazardous chemicals;<\/span><\/p>\n<p><span style=\"color: #000000\">2. Remediate Chemical to include one or more of the following:\u00a0 neutralizing; absorbing; and containing the chemical to the point the chemical is no longer a safety or health threat;<\/span><\/p>\n<p><span style=\"color: #000000\">3.
