International Cultural Service Program (ICSP)
The International Cultural Service Program (ICSP) is a competitive scholarship award for current and prospective international students at Western Oregon University. The scholarship is based on the student’s academic merit, financial need, and her/his ability to perform cultural service. In return, students who receive this award must provide 80 hours of cultural and/or community service to the State of Oregon during the academic year.
Brighten up your classroom, organization or office with an international speaker! The students participating in this program are available for no expense to speak on a range of topics. As selected participants in the International Cultural Service Program, they receive tuition scholarships in exchange for providing a minimum of 80 hours per academic year of cultural and/or community service to the state of Oregon.
In addition to regular 30-40 minute presentations, these “cultural ambassadors” can address issues of development, contrast traditional and modern lifestyles, translate material, interpret, and coach sports. They can adapt their material to suit specific needs and interests. Students have remarked repeatedly about the value of interacting with Americans on and off campus. They appreciate the opportunity to share information about their countries and look forward to meeting Oregonians on a more personal basis.
The different cultural activities and services that this vibrant group of selected students can offer include, but are not limited to:
- Speaking/performing at cultural activities and celebrations
- Presentations on homeland related issues
- Assisting in a classroom
- Foreign language tutoring or teaching
- Cooking lessons of cultural dishes

Applying for the ICSP Scholarship
Due to limited funding, we are currently unable to accept applications for the 2021-2022 academic year.
Current or perspective international students may apply for the International Cultural Service Program (ICSP). The scholarship award is based on the student’s academic merit, financial need, and her/his ability to perform cultural service. This is a savings of approximately $9,000 for undergraduate and graduate students each academic year. In return, students who receive this award must provide 80 hours of cultural and/or community service to the State of Oregon during the academic year.
