The amount of federal student aid (Title IV aid) that a student must repay is determined via the Federal Formula for Return of Title IV funds as specified in Section 484B of the Higher Education Act. The law also specifies the order of return of Title IV funds to the programs from which they were awarded.

Students who withdraw from all classes prior to completing more than 60% of an enrollment term will have their eligibility for aid recalculated based on the percent of the term completed. For example, a student who withdraws completing only 30% of the term will have “earned” only 30% of any Title IV aid received (other than Federal Work-Study). The student and/or the school must return (repay) the remaining 70% of the federal funds received back to the federal government.

This policy applies to all students who officially or unofficially withdraw or are expelled from Western Oregon University and receive financial aid from Title IV funds:

The term “Title IV Funds” refers to the federal financial aid programs under the Higher Education Act of 1965 (as amended) and includes the following programs at WOU: Federal Direct Student Loans (Subsidized and Unsubsidized), Federal Direct Graduate PLUS Loan, Federal Direct Parent PLUS Loan, Federal Pell Grant, Federal Supplemental Educational Opportunity Grant (SEOG), Federal Perkins Loan, Federal TEACH Grant, and the Special Rule in Higher Education Act (HEA).

A student’s withdrawal date is:

The date the student initiates the institution’s withdrawal process; OR

The midpoint of the period for a student who leaves without notifying the institution; OR

The student’s documented last date of attendance at an academically related activity.

A student who has not attended classes during the term of withdrawal will be required to repay 100% of all financial aid funds disbursed to them.
