  In collaboration with a large partner school district, employed\u00a0graduates were identified and the degree to which these employed\u00a0educators are able to facilitate P-12 pass rates on statewide achievement tests was explored. Learning was facilitated but not equivalently against the entire population of other employed educators. A more precise comparator group was not able to be identified and so this information is minimally useful but does meet the standard.<\/span><\/span><\/p>\n

  It must be noted that Oregon is a \u201cno data state\u201d meaning that no statewide system exists that tracks educator preparation program completers into employment so it isn\u2019t possible, in any statewide and systematic way, to track graduates and investigate impact and effectiveness without the kinds of strong, collaborative partnerships used to meet these standards in the last unit-review in fall 2022. For these reasons, Western Oregon University is unable to track systematically any \u201ccompleters\u201d because hiring cannot be verified except through ad-hoc and individual reporting.<\/span><\/p>\n

  In 2024, SB 283 was passed requiring the construction of a statewide educator data system that will move Oregon toward solutions in this regard. Until that work is completed, Western Oregon University is unlikely to have new data that is systematic across all completers.<\/span><\/span><\/p>\n

  A survey was used to poll hiring school district’s satisfaction with Western-prepared educators and the degree to which they felt valued and supported in the context of our professional relationship. The following summary data is provided as evidence of successes relative to this standard.<\/span><\/p>\n

  In an effort to demonstrate candidate competency at program completion, Western offers three separate measures including: (1) Readiness for employment assessment; (2) edTPA pass rates over time, and; (3) Summative content area test pass rates indicating the degree to which completers show state required content knowledge.<\/span><\/p>\n

  Oregon continues to be a \u201c100% completer state\u201d meaning that when a candidate is recommended for licensure upon completion of a preparation program they are eligible to be employed in the area for which they have prepared. This has not varied for more than 20 years in Oregon.<\/span><\/p>\n
