Born in February of 1881, Charles Howard grew up in Kansas,
and attended Baker University. Howard completed his degree in 1907, and
immediately moved to Oregon. Howard began his teaching career in Klamath
Falls, Oregon and later served as superintendent of Coos County Schools,
Marshfield-Coos Bay Schools, and eventually principal of Eugene High School.
In 1927, Howard moved to La Grande, Oregon to become president of Eastern
Oregon College of Education (EOCE). He served at EOCE until his transfer
to Oregon College of Education (OCE) in Monmouth in 1939. As President
of OCE, Howard prided himself on the well being of the students and
the school. Howard served as OCE President until his retirement in 1947,
and was succeeded by Dr. Henry Gunn as OCE President.
Some of the major accomplishments of Howard’s life came from his
devotion to education. In 1922, he was elected president of the State
Teachers Association and selected as director of the National Education
Association in 1925. Charles A. Howard died on March 1, 1972, in his home
in Salem.
